Your business is quite dependant on your IT platform and applications. But you cannot afford the expense and the focus of too many merely IT activities or IT staff un-related to your core business organisation. Distribute the ownership of those tasks to the business owners who can make the most efficient and correct decisions.  Clear measurable criteria for performance must be established, but also a common understanding of responsibilities and competencies.
